Patches Wii Sports Resort to allow for downloading CMOC Miis without cIOS

This application patches Wii Sports Resort to allow for downloading CMOC Miis without the need of a cIOS. Previously, Wii Sports Resort had to be launched via a USB Loader to patch the RSA verification, however this patches the RSA public key to be our own, allowing for Disc Channel users to download Miis.
